³Ô¹ÏÍø offers two options for Ontario Police Services to deliver the MHCR training to all sworn officers:

Option 1: Train-the-Trainer (MHCR-T3): 

  • Designate officers from your service to become certified MHCR instructors.
  • Cost: $1,500 per instructor (includes access to online modules + 3 days of in-person training).
  • Individual services are responsible for coordinating live actors or purchasing VR equipment.

Option 2: White Glove Service: 

  • ³Ô¹ÏÍø-trained MHCR instructors will facilitate the complete in-person training and offer evaluation services using University-owned virtual reality equipment.
  • Full-service and partial-service options are available.
  • $330 per officer, minimum 10 learners per day.

Delivery Models

White Glove Service

³Ô¹ÏÍø-trained MHCR instructors will facilitate the complete in-person training and offer evaluation services using University-owned virtual reality equipment. We also offer instructor support: our Cadre can work alongside your MHCR-T3 instructors. Note that each service shall have at least one MHCR-T3 qualified instructor to support delivery, remediation, record keeping, and to confirm officer qualification in accordance with the mandate.

MHCR Registration

Each service designates an MHCR Administrator to enroll members through ³Ô¹ÏÍø’s secure portal. Contact mhcr@wlu.ca to set this up.

MHCR Record Keeping and Certification Tracking

It is the responsibility of each service to track and ensure officers complete all modules of the MHCR training annually. Online module certificates must be presented to the trainer prior to in-person training. The trainer should track and keep all records of in-person training, particularly notes related to the evaluation scenario score and feedback.

Officers who do not meet the standard should receive immediate feedback from instructors and be required to retake the scenario. Evaluations are also reattempted when officer safety is compromised in earlier attempts. Follow your police service’s internal training policies to guide remedial action as required.

If a member fails the online quizzes multiple times, they should contact ³Ô¹ÏÍø for a reset and a debrief with a training officer. *Additional fees may apply.

Training Coordinators

To deliver MHCR in compliance with the CSPA:

  • Instructors must be certified through the MHCR-T3 program.
  • All training must use the MHCR forum and evaluation scenarios, and officers must be evaluated using the DePICT(TM) competency-based framework.
  • Police services are required to maintain documentation of completion and assessment must be retained for audit purposes.

MHCR Training Pricing (2025)

Under the Community Safety and Policing Act (CSPA), all sworn police officers in Ontario are required to complete MHCR Training Parts 1–3.

* Pricing applies to sworn Ontario police officers, subsidized by the Ministry of the Solicitor General.
Pricing for other participants (e.g. out-of-province) is under review and will be posted once finalized.

Additional Costs

  • Live-action actors: Pricing and availability vary. Cost is the responsibility of the police service. 
  • VR equipment and licensing: Purchase and licensiving are at the expense of the police service. For pricing and details, contact canada-sales@streetsmartsvr.com

Refund, Transfer and Deferral Policy

MCHR-T3 Online Modules (Part 1) are non-refundable and non-transferable. 

MCHR-T3 (Train-the-Trainer Program) includes both online and in-person components. 

  • Courses are non-refundable
  • Transfers: 
    • If the online component has not been accessed, registration may be transferred to another officer up to two weeks prior to the in-person session and is subject to a 5% administrative fee
    • If no officer is available within two weeks of the in-person session, a credit may be applied to the service's account, provided the course has not been accessed in MyLS. 
  • Deferrals: 
    • If the online training is complete but the officer cannot attend in-person, a one-time deferral is alowed for up to one year. The request must be made as soon as possible to MHCR@wlu.ca and is subject to a 5% deferral adminstration fee
    • Office must enrol in a new MHCR-T3 within one year of the originally booked date. 
    • Only one deferral is allowed per officer. No exceptions. 
  • Incomplete training: If an officer does not complete or pass the in-person training, no refunds, transfers, deferrals or credits will be granted.
